Purpose of the Consultancy
WHO is seeking consultants to develop policy recommendations to technical teams in the Division of Healthy Environments and Populations (DHP) at the Western Pacific Regional Office, and to facilitate and promote new strategic ways of working in the Division.
Background
As more information has become available through the internet (e.g., journal articles, blogs, social media), Member States often have shorter timeframes for decision-making (especially in emergencies), and often request customized solutions to their own situations and contexts. As such, WHO requires a new approach to problem solving and processing large amounts of information from different fields in order to deliver quick solutions to meet the expectations and needs of our Member States.
Noncommunicable Diseases (NCDs) are the leading causes of death and disability in the Western Pacific. To accelerate progress, we need to support Member States in carrying out innovative, multi-sectoral, and holistic strategies that build on existing capacities, strengths and initiatives. DHP is recruiting short-term consultants to apply a hypotheses-driven approach to supporting Member States in tackling the challenge of NCDs.
Deliverables
Under the supervision of the Coordinator of the NCD Prevention and Health Promotion (PND) unit, the consultant(s) will support the development of ‘new ways of working in DHP’ and support the implementation of the Regional Action Framework on NCD Prevention and Control by performing the following functions.
Output: Use the hypothesis-driven approach to deliver recommendations to assigned technical teams (including country offices), which will include:
- Conducting quantitative and qualitative research;
- Support the development of materials such as issue papers, policy briefs, among others;
- Support implementation of projects and interventions related to NCD prevention and control; and
- Drafting reports and/or presentations with appropriate data, analyses, interviews, either through field participation or collections and analysis of available data.
Deliverables: Submission of monthly progress report along with outputs (e.g., presentations, reports) identified in the course of the work.
Qualifications, experience, skills and languages
Qualifications required
Essential: A university degree and background in natural or social sciences.
Desirable: A master’s level university degree or doctorate in public health, natural or social sciences or a relevant field.
Experience
Essential: At least one year experience in conducting and managing research and performing quantitative or qualitative data analysis. At least one year of experience applying the hypothesis-driven approach.
Desirable: Previous experience in working with the World Health Organization.

Location
The work will be performed on-site. The consultant will be based in Manila, Philippines during this assignment.
Travel
The consultant may be requested to undertake travels within the Western Pacific Region, as needed, to perform the tasks stated in the TORs.
